This is Sofie!
Yes, that traffic light symbol.
Sofie was born in the year 2000 in front of the city hall in Amersfoort. An unknown action group had replaced the traditional pedestrian traffic light male figure with a female image sporting a ponytail, that is Sofie.
The traffic supplier/maker Vialis regards Sofie as a symbol of women’s rights. It also seems to improve pedestrian safety!
Initially, Sofie was made exclusively for Amersfoort. But I have seen her in the city centers of Utrecht (at Vredenburg) and Haarlem (crossing of the Grote Houtstraat and the Gedempte Oude Gracht).
She even went on a trip to Canada to decorate the crossing light of Winnipeg and became part of the Canadian Museum for Human Rights exhibits. 😉
